Small game issues while running on my new Windows 7.?

So I installed a new 2tb hard drive and windows 7 home premium, and now when playing certain games, every 3-4 seconds the game will freeze for around 0.5 seconds. On Splinter Cell: Conviction, the framerate is around 40 fps but the constant frame lock makes it completely unbearable. Please help?
